Thoroughfare Plan and Alternative Transportation Plan
This project was a comprehensive study of existing and future traffic conditions at Fort Bragg, NC, with recommendations for traffic control measures to improve vehicular flow, reduce accidents, and provide a method for maintaining and analyzing data on crashes, parking, and safety improvements. To address an ever-more-congested transportation infrastructure, a Regional Alternative Transportation Plan was developed to integrate with multi-modal regional transportation systems.

O Street Market Economic and Financial Analysis
This project was in support of a mixed-use redevelopment of several parcels within the District of Columbia’s revitalizing Shaw neighborhood. Proposed uses included a grocery store that would make adaptive reuse of a National-Register-listed historic market, low-income senior housing, market-rate rental apartments, market-rate condominiums, a specialty hotel with adjoining restaurant, specialty retail, and underground parking and services access. The project developer had applied for Tax Increment Financing (TIF) from the District of Columbia to help support the project. The Onyx team was tasked with estimating the amount of real property and sales taxes that would be generated by the completed project, estimating the developer’s internal rate of return with and without the proposed subsidy, and verifying that the hard and soft construction costs and timeline as proposed by the applicant were reasonable.

Regionally Integrated Master Program
This project provided U.S. Naval District Washington with an objective, data-oriented foundation to ensure that land and facilities assets within the region would be able to meet the Navy Ashore Vision 2035. The study included detailed reports for the Region, Sub-Regions, and 17 installations within NDW. The Onyx Group deliverables included an existing land use report highlighting land use patterns, functional sustainability, and planned construction or demolition; an existing constraints report that included natural and manmade constraints; and a proposed land use report that provided recommendations and phasing plans for possible development. The project included a two day Onyx-led land use workshop that involved installation commanders as well as civilian facilities and environmental personnel.

Historic District Area Development Guide, Fort Bragg, NC
Onyx was retained to author an ADG to examine development scenarios for the XVIII Airborne Corps and areas adjacent to the new FORSCOM/USARC headquarters. The guide needed to provide a flexible framework for future installation development while working within the confines of the Old Post Historic District (OPHS). Here the challenges of historic structures and areas played out against a backdrop of modern anti-terrorism requirements and LEED construction mandates. Services included an analysis of real property, program requirements, architectural compatibility, pedestrian zones, and transit options; prototypical building design interventions; project-level construction cost estimates; and a complete and articulated conceptual site plan illustrating the 30-year plan for the ADG study area.

Marine Corps Base Quantico Master Planning
The Onyx Group has provided master planning services for a number of activities at MCB Quantico, most recently including Area Development Plans (ADPs) for the Weapons Training Battalion and the Officer Candidates School and Basic Facility Requirements (BFRs) for Mainside training functions and administrative offices. The ADPs included development and update of BFRs and Military Construction (MILCON) documentation, including DD1391s. Both ADPs and BFRs serve as essential decision making resources for guiding future development and aligning facility needs for the Marines.
