
Presidential Helicopter Squadron Business Case Analysis
This task develops an impartial, balanced, detailed, and comprehensive Business Case Analysis (BCA) to explore options and make recommendations for the optimum, best-value location for the In-Service Repair (ISR) facility and related support operations for the Presidential Helicopter Program. The BCA methodology is unique in that it first projects all quantitative factors such as Net Present Value, Return on Investment, Savings/Investment Ratio, and Payback. The BCA also accounts for qualitative factors that may affect realistic planning of the action such as implementation, functionality, and adjacencies.

Real Property Master Plan in Support of SETAF Activities and Modularity, Army Northern Italy
The purpose of this project was to develop future plans for implementing the Army’s modularity concept in Northern Italy. This was accomplished through a series of tasks. The first task, the Strategic Functional Plan, was an analysis of the strategic positioning of various functions/organizations at Army installations in Northern Italy. The focus of the second task, the Master Plan, was to produce detailed installation development plans depicting the short- and long-range development components and a capital investment strategy supporting execution.

Naval Base San Diego Main Gate 6 AT/FP Improvement
The purpose of the project was to develop concept alternatives and recommendations to render Gate 6 compliant with current Anti-terrorism and Entry Control Facility standards. Key planning objectives included upgrading security measures and facilities, increasing vehicular circulation and processing efficiency, enabling ease of operation and maintenance, improving entry aesthetics, and coordinating improvements with the City of San Diego and the San Diego Trolley. This high-visibility project received an 'Excellent' rating from the client.

OLF San Clemente Island Activity Overview Plan
The purpose of the Activity Overview Plan (AOP) is to provide the Navy with planning tenets that will guide general locations for infrastructure, activities, and current and future operations at San Clemente Island (SCI), and to support sustainability of the range complex. The AOP provides a guide for the maintenance and future development of the infrastructure at SCI.
The AOP outlines a phased approach to meeting the requirements identified with near-term, mid-term, and long-term proposals for projects.

Quantico AICUZ
The Air Installations Compatible Use Zones (AICUZ) at Marine Corps Air Facility (MCAF) Quantico required an update. Several new aircraft were soon to be operating at the air facility, and major capital improvements were programmed, including new hangars and taxiway alignments. Aircraft changes included the Marine Corps full transition away from VH-3D and VH-60D “Whitetop” Presidential transport helicopters to a new fleet of helicopters. An updating of noise and safety impacts was also critical to redevelopment efforts taking place on the adjacent Marine Corps Base (MCB) Quantico.

Base Development Plan, Tolicha Peak Electronic Combat Range Nellis AFB, NV
The Onyx Group was retained to prepare a Base Development Plan (BDP), including a facility use survey and space utilization plans in support of Black and Veatch for their contract with AFCEE. The project consisted of two main components: a comprehensive analysis of existing facilities and a final development plan. The analysis stage included analyses of facility deficiencies, utility systems, and a Facility Utilization Study (a comprehensive inventory of the existing TPECR facilities that includes validation of space requirements). The final development plan involved the preparation of two distinct plans, one that maximized the use of urgent minor construction and special projects to meet the facility requirements, and one that utilized military construction to meet the same end.
